By segment, not sure what you mean. If you mean just 1 flight out 4 on the booking then you may not be able to upgrade just one sector.

An offer may appear, any time after T-14, but it may be no offer appears, or the offer is not for the sector you want to upgrade.

It is all be based on demand. QR may feel they can fill business without offering single sector upgrades.
