There seems to be a bit of confusion regarding this absolute absurd new rule. The airlines themselves are not clear whether the personal item would be allowed over & above the new weight restricted carry-on item.
The air india & indigo websites says an additional personal item <= 3kg is allowed. I have never had a laptop bag in this weight range, bag + laptop + wall wart + phone chargers + headphones ..... usually weigh much more than 3kg.
