I would call that a reduction in benefit!
That really depends on what proportion of the price is attributable to the flight component vs the other components. If a greater proportion is attributable to the hotel component (imagine flights in deeply discounted Y and average-priced hotels, for instance), then you could be comparatively better off in the new system.
