Yes. You spend less per person, each person gets less. I don’t like it either, but it is hardly unfair or illogical. Some might argue the old system was too generous in that regard.
Even those who have no interest in the BAC, e.g. children. It would be fairer to split the benefit for the booking across those who choose (by adding a BAC FF number) to the booking.
