The problem comes in to play when you are travelling with expensive gear, that also have weight. One thing is a notebook and a tablet and maybe a camera. But when you suddenly have 20kg for expensive gear and you know the airline will basically fob you off with "well, that shouldn't have been in checked luggage" then something goes bad.
