Have you heard anything more about that? On the old thread, somebody mentioned that domestic gates have been installed in the existing Tier 1. This would pretty much mean there would not be a domestic arrivals channel without completely redesigning the Tier 1 arrivals flow. The only other option would be a bus to the baggage collection area - bypassing immigration (same as in Terminal 1).
