Given that only certain cities in Sichuan are covered under the revised scheme, is it now possible to travel Chengdu-Chongqing via any of the available HSR lines without violating TWOV?

It would appear Ziyang and Neijiang (both included in the revised scheme) prefecture level cities cover the entire distance between Chengdu proper and Chongqing municipality along the Chengdu–Chongqing intercity railway. Travel via the even faster Second Chengdu–Chongqing high-speed railway (due to open in 2027) should also be allowed as it only passes through Ziyang I believe.
