1/28 is the actual new year's eve, from past experience there won't be much open at all, Taipei will be very quiet indeed. I would very much doubt that any of the night markets would be open, there may be a few stalls/shops here and there but don't count on it. 1/29 new year's day some stuff will be open but it will be hit and miss.
