I think there is a technical explanation. When I was AA EXP and they switched to revenue earning, the way around was to fly non BA/IB partners as it’s based on miles flown x cabin multiplier. That is still the case.
I think technically there is a reason why BA/AA/IB have access to the dollars/pounds spent but they don’t for AY/QR/CX, hence they have to use miles flown.
But they can certainly change the mileage multiplier to 100-125% instead.
