Which airport are they returning to the USA? Some airports have customs counters right at the exit and are much more interested in what you have (JFK and SFO are two examples), and some could care less and don’t have the counters at the exit (LAX for example).
+1 to buy/declare. Spouse and I returned from a trip a year+ ago and declared about $2500 (so about $900 over the combined family limit) and agent thanked us for honesty and sent us on our way. (There was also no way we weren't saying something as we had filled out the VAT refunds just before departure - pretty easy case to make if CBP wanted to pursue.)
Between the low downside - maybe $60 or so, presumably well less than the savings, and the low likelihood you'll even pay, why not?
