I mean, on the one hand, sure, they'd love for people to spend more money on the card, but I don't see anything that indicates they "need" to incentivize more usage (i.e. that they are not meeting expectations in this department already). The vast majority of people don't micromanage which card they're using the way a tiny fraction of unhinged people on this board (myself included) do. It's incredibly likely that the number of people who would be incentivized to spend more by (e.g.) rollover or whatever is incredibly small and the benefit would increase the cost of benefits to ALL cardholders (unless you think this is going to be some microtargeted thing, which also seems incredibly unlikely).
