Depends on what crews they manage to get to the airport. International takes priority over domestic. Hubs get priority over business destinations. Crew bases get priority. Flights to areas that are also affected tend to be cancelled. RJ flights are frequently sacrificed if traffic volume is the constraint vs crews.
