Say explicitly that you see partner U inventory online, but you need help booking or holding it. From there, the agent should be able to see the flights / inventory.
When you call, I'm assuming the agent then tries to create a ticket, which comes back unconfirmed, and then proceeds to tell you there's no availability. Make sure it's an availability issue (no U inventory) versus a ticket confirmation issue. My guess would be it's a ticket confirmation issue but the agent simply says no availability.
