I think it is at midnight still. The only time they get released randomly, is I believe, if a hold expires. But if you are checking everyday at 12am at this point, pretty sure anyone is going to carry through with the hold and purchase at that point.

EDIT: sorry realized I forgot to answer one of your questions. It is 12am PT, not ET. Even for the DFW and JFK flights, which I watch everyday. My 2 week period is coming up in ~4 weeks lol.
