There is a manual method for lowering the landing gear on a 737NG in the event of a total hydraulics failure. The system is in the cockpit under a closed panel.

Why the landing gear was not lowered is one of many questions - and the CVR and FDR hopefully will provide factual evidence what the pilots were confronted with, and the actions they took (and why).
