BA will know the numbers. A business class return from LHR - LAX is typically £3-4k. Their rationale would be that you'd only have to fly twice a year to earn Silver. Or once every couple of months may be enough to earn gold. When I look at it that was I kind of think it's fair enough.
That's Old Mrs MeltingAlf (my mother's) justification for not bothering with SQ and its S$25k spend for PPS Club, since she flies SQ J and those things that come with PPS Club status are standard.

It's a bit laughable if BA thinks that way. If LHR-LAX is served by a VS A350 with a way better ground experience; or even UA with its plush Polaris cabin and access to the Polaris lounge, BA would be silly to think I'll go for their pithy offerings for the same price.
