The clock does not reset and is based on the original purchase. Changes do not reset the clock.
Better to cancel and make a new booking, that does reset the 24-hour window.

Regardless, be aware that the flight must be booked at least 7 days in advance for the 24-hour cancellation rule to apply. If departure is within 7 days, that rule does not apply.
Based on reports in this forum, UA has not chosen to enforce this restriction
