End result: Son went with State Farm Bank. User friendly. As post above says:
"Don't forget online banks as well. State Farm Bank charges nothing on its side for overseas or domestic ATMs and rebates up to $1.50 up to 5 times a month if the ATM itself adds surcharges. Also only $100 minimum balance to avoid maintenance fees. They're on Plus system." Card just came and if something is amiss I will repost. Thanks.
