Good point. Very few coming off of Amtrak take the shuttle to the airport; most seem to have their cars parked in the garage.
Yes, I am one of those NYers "commuting" to BWI, largely thanks to the low fare ($69 one way to LAX on UA) and my bad experience with UA at EWR.
I was lucky and rode mostly empty shuttle buses to the airport, but one of them got timed with a MARC train arrival, and the bus was full (mid December holiday travel).
