Maybe they are compensating for the decrease in price by taking away space.
What seems clear is that whoever design's airline seats and selects the designs for the airline are not frequent fliers (at least not on the types of seats they design, maybe they are use to private jets)
It makes total sense to reduce the space allocated to F seats to compensate for the lower prices that airlines tend to charge for those seats, and with a few notable exceptions, I don’t think the airlines have ever taken frequent flyer comments into consideration when designing the comfort of their seats.
The padding of the old IPTE business seats and the padding on the current Polaris seats are two of the rare exceptions where someone was actually thinking about making the passenger feel more comfortable, IMHO.
