If you are out of pocket you should complain to TAP and to the European Commission. TAP have form for this.
Regulation 924/2009 and the European Cross-Border payments directive forbid this. Dynamic Currency Conversion may be offered but must disclose exchange rates used, fees charged, the total cost to the consumer and be explicitly agreed to.
