Just a recent data point. While boarding, the pursuer announced three times "no service will be offered because of expected severe turbulence". Adding in comments like "don't touch or tap the crew". The captain eventually had enough, stepped into the galley, and announced that service would be delivered by the cabin crew if it was save to do so. Y'all can paint the picture.
The flight was 2 1/2 hours long. There was very mild chop mid-way through for a few minutes, and moderate chop during the last 20 minutes or so (on non-U.S. airlines, none would have risen to the crew being seated). Yes, the crew served drinks and passed the snack basket around. I would not call the service "enthusiastic".
We all want cabin crews to be save. But this was an embarrassing example of a cabin crew trying to proactively avoid work. Kudos to the captain who stepped in. And UA really needs to make sure that safety policies are not being abused wholesale.
