I also don't think it is normal. There may of course be limitations to what is available as all day drinks (as opposed to cocktail hour) but I would at least expect coffee, tea, water and basic soft drinks to be complimentary. Some others (e.g. mocktails, fresh pressed juices, etc) could attract a price. I would probably probably complain to the loyalty manager or a manager to explain that I find their policy disappointing (if possible).
