The issue isn’t whether French toast plus pancakes is available, but whether it’s an additional cost to order both. Luxury hotels and free are things that only go together in flyertalk world.
I don’t see the indignation expressed in the TripAdvisor report and mirrored by the poster who quoted it as reasonable.
Not getting a refill on regular coffee is perhaps indignation worthy. A little less so if restricting to one cappuccino , disappointing perhaps, but as a reason to not stay there ?
Proper luxury hotels don’t create unnecessary pain points in interactions with guests, which nickel and diming tends to do (to use an Americanism). Just charge a bit more for the room in the first place and let guests order two cappuccinos if they want - that’s what all the many proper luxury hotels in London do. It’s also indicative of the property’s general attitude to guests if everything is chargeable, I assume there will be little attempt at service recovery if anything goes wrong. It’s more what it says the rest of the stay will be like to me than the fact some items at breakfast are chargeable that would put me off staying.
