I think, it's very rare that flight completely goes tech. More common event is not stopping on a way due to weather or technical issue/delay. On my last trip, there was group of people who just stayed longer in KSA. People going to PNI resigned from their trip and went back home to MAJ, because it didn't make sense for them after delay.
This is apocryphal as hearsay, but a few months I sat next to someone on a Breeze Airways flight from Washington to South Bend who had been based at KWA. She said that there were contract aircraft mechanics there as well as at least one or two military as part of the detachment operating the airfield due to the various Air Force and Navy supply flights.
