The bottom line is the property is playing games with upgrade pricing
and using pressure tactics to sell upgrades that would otherwise go as Globalist upgrades. I doubt you're really fine with that (noting your comment about being "mad" the first time you ever hear a Globalist doesn't get a comp upgrade).
