You only need to offically enter Paraguay at Ciudad del este if you are goung to leave from another city , (asuncion for example)

If you are doing a shopping trip , there is no need . If you are staying for 24 hours or more its probably a good idea to do it as well but it is very unlikely you will ever be stopped.
