Somehow I get the feeling that the OP (gthisup) will get nowhere with this. Tickets have been refunded, BA already offered PE seats albeit no bassinet available (maybe), OP purchased business class tickets, CEDR already made a decision. Maybe time to move on?

Needless to state that the OP should have let BA accommodate the pax as offered, bassinet or not.
