Personally, I wouldn't want to drive in Alishan with all the twists and turns. The hotel does have an underground car park though. There is lots of parking at Alishan National Forest if that is what you are asking.
The hotel also has a shuttle that goes from the hotel to/from Fenqui and Alishan Visitors Center.
We rented a car from Kaohsiung and did a loop around Taiwan, avoiding Taipei. It's pretty easy driving in Taiwan (with the exception of Taipei). With a car you could do Taichung -> Alishan -> Sun Moon Lake -> Taichung.
Yes, the roads to alishan are twisty and mountainous but it's nothing a fairly competent driver can't handle. The roads are in good condition with clear lane markings. Just take it easy and pull over to let cars overtake you if you are slow. On the way up you can stop by the tsou village for some aboriginal meals (they are extremely yummy) and also fenqihu.
