We had a similar situation earlier this year when I had to change our daughter’s flights on a family holiday (and downgrade them) due to a new job.
I put the car rental in her name as a package so she got the required tier points to retain silver but had no intention of letting her drive, she accidentally left her license at home.
The Avis rental desk were fine with it.
It’s not entirely clear what your circumstances were. For clarification, all passengers in a BAH reservation are eligible to earn double TPs for the flights actually flown, they do not need to be individually named as a driver of the car hire vehicle.
