Hmm, I'm not sure I'd characterize roughly two BOA AS cards and a Barclays HA card per year for almost a decade as reflective of "relatively strict 'anti-churning' policies," but I get what you mean. FWIW, I picked up a second AS personal card and a business card about a year ago, with a personal card open and three canceled in the 3-5 years before that. Barclays gave me an HA card a year and a half ago, six months after canceling the previous one, but P2 was rejected for an HA card a few weeks ago, approximately six months after canceling the last one. I'll try Barclays one more time closer to the program merger, but think I'll leave BOA alone until the premium card comes out.

TLDR: slow down for a while and try again.
