I agree on it being a poor use of miles, but if you look at it from a pure transactional value, spending $99 plus 5k miles is much better than $595. That's a whopping 9.9cpm
Since one would get at least some of the 5k miles from the spend that got the SUB, it's perhaps even better (even accounting for the foregone value of that spend on another card.
