That's actually a very common way to design a lower end property like a FFI or a HIS. There is usually a room (sometimes two) where the large industrial sized hot water tanks are. That's what takes care of the entire building.

Probably rather more likely to be a localised airlock, or simply an isolation valve that someone forgot to re-open after some maintenance activity in the bathroom.
My guess would be the mixing valve. They go bad from use and when they do, the shower will only have cold water or extremely hot water with no ability to regulate or change the temperature.
