If they run out of OWVs because you're expecting an upgrade, you'll be disappointed, so pay to secure or roll the dice. I've seen it go both ways. I've gotten the Beach Pool Villa as my Globalist upgrade but I spoke to others at the resort and they got the OWV as the upgrade, so it really does depend on what's available and this PH doesn't play games with availability, where they play games with the inventory and have to beg for an upgrade, they have been proactively upgrading people, 2 levels technically since now the OWV is the first upgrade and Beach Pool Villa is 2 upgrades from the base room.
I think you may be missing the part where part of the reason they are running out of upgradeable villas is because they're proactively selling discounted upgrades compared to what was on offer just a week ago. This is the same practice that has greatly devalued all the major US frequent flyer programs.
