This is new. During my stay earlier it costs an additional RM200 per passenger to use the hotel's boat transfer. There were 2 fixed departure time transfer and I just ended up using one of the local boat companies to get there instead (they pretty much leave when the boat is full, so sometimes not much of a wait, sometimes 30-45 minutes wait).

I believe the jetty is built by the city/state council, hence it's a public terminal. Anyone who wants to dock at the jetty can do so.
