Unless something has changed recently, you should be able to get an FFC. I think the fare rules saying ignore residual is just to prevent any MCO issuance (and UA won't implement residual EMD). UA set up its own certificate system to handle residuals.

Just use the website to change it. If it's not possible, I would call the regular reservation line where you can get an inexperienced agent, which is better for this case
