If we want the exit row then we need to just book and pay for it. We also don’t know if the Pax originally scheduled for that exit row seat ended up missing their flight and thus lost their seat at T-45 or T-14 and thus the seat became available for any nrsa at the gate. Perhaps that pax was at the airport and then decided to not fly.
