The phone rep I spoke with appeared to have the protocol down for dealing with cases like yours and mine. They must deal with it all the time.
I'm sure the false charge is always an overcharge instead of an undercharge, and maybe Avis doesn't want to bother fixing it because it serves them well with enough % of duped customers not noticing.
Yes, getting to the counter late can also mess things up. However bumping up the drop off up time often fixes the issue in their system as they draw the contract up (arrival time=drop off time). Because now it may be the "3day weekend rate" you had booked was cheaper than the "2day weekend rate."

I've never been undercharged by Avis.

I've had entire rentals not charged at Enterprise/National/Alamo and when I tried to call them to discuss and filed a case with corporate, the location management called me back both times and said to "not worry about it and we hope you enjoyed the free rental." That was odd.
