Happy Boxing Day to you, too.

It will be very difficult to isolate a case of contaminated hotel toiletry dispensers to a specific hotel/specific room. The traveler uses dispensers in airports etc. for soap all day then gets to the hotel. Maybe if something funny happens with the shampoo then it could be traced back to the hotel but if the traveler stayed in multiple hotels on consecutive single night stays, forget it, it will not be proven.
I still am very much against these dispensers and do think this is a risk/concern but proving damages from it would not be easy. Hence few documented cases of it happening.
