They pointed out that there are certain situations where IC fare cards are not accepted, but I think the question you were asking was "Is this version of Suica accepted on JR lines other than JR East that otherwise accept IC cards for payment?" The answer to that is Yes. It wasn't this way when IC payment cards were first introduced in Japan, but these days, they're pretty much interchangeable / interoperable. Back to my point about "always" or "never," there may be some obscure situation such as not being able to load a monthly commuter pass from the Fukuoka metro onto a Digital Suica card from JR East, but for all practical purposes that a tourist is likely to run into, the Suica card will serve your IC fare card needs universally while in Japan, whether it be on any JR company line or non-JR lines such as the various subways and private railways.
