I did a quick google and that was the only case of semen in soap which I could find a news article for, also it was reported almost 8 years ago. And it was never seemingly determined that it actually was semen, or tampering. So I would hardly consider this something that requires a systematic response. YMMV
As to various above points
-bar soap is less recommended than liquid soap in healthcare for hand hygiene purposes
-alcohol rub is in some cases more effective than soap but not always (unenveloped viruses eg norovirus and spores eg clostridium difficile are “resistant” to alcohol rub but not soap and water)
-bar soap damages the stratum corneum of the skin in a way that an even slightly well formulated liquid soap does not- this probably accounts for people who say they feel cleaner with bar soap, they are used to feeling skin that has been damaged through the washing process
I haven’t used a soap bar in about 20 years and am not about to start now. I’m also not going to waste any mental energy on worrying about what people with too much time on their hands and excessive imagination may conceive of doing to refillable toiletries in hotel rooms. It seems to me that, if someone wanted to nefariously apply semen to me, statistically it is most likely to be applied directly from an unwanted penis
