The article is suggesting that in India, it's one item - nothing else. No rollerbag + personal item. Just either a light rollerbag, or a personal item. That's not the world standard, that's much stricter. The main issue is someone flying Air India via an airport in India as a connecting point, coming through the transfer point with two items and finding they can't proceed through transfer security - and they may not admissible into India to go and check their extra bag - so what then?
