It's a lot of setup for what is likely to be a handful of bags. Bags that don't fit are definitely oversized anyways. The taller floor height can mean different gates, which don't have the attached bag belts, or the bag belts can't reach the ground (so folks would have to carry bags up the stairs).
It just adds a lot of operational complexity to nearly solely benefit their least valuable customers (those in group 9 - if going to an out station then no difference waiting in bag claim vs on jetbridge, if going to hub then wouldn't be connecting, so only group 7-9 bags wouldn't fit).
