This is a QR matter, not a KLIA issue.
QR (as with all other airlines) can contract out with / decide which lounge they want to send their F/J/status-holding pax.
If you instead preferred to use another lounge (and travel back to the Main Building) based on OW agreements, that’s fine and allowed per OW rules, but QR staff are likey instructed to divert their pax to the PP lounge — IIRC there was even a time during which QR was not paying MH for any pax using the Golden Lounge instead, so MH had to bar QR pax from entry?
Right, so back on the bus and back to satellite. Then, good luck finding the way to the entrance! Many people wandering around trying to find how to get up from lower level to the correct place, and then what to do after that.
For reference, it's this incredibly un-signed inviting alleyway to find the escalator up.
Some of the signage in the Satellite building may have been hidden / removed due to the ongoing reno work? The signage I remember is around the rotunda, noting airline lounges are up the escalators, with a direction pointed, such as below (elevators also available in the 4 quarters of the rotunda, once all are fixed):
