this enables controlling award space depending on the origin of the trip. While US travellers can't find any more 50.000 business oneways departing in the US the very same flights could be available as 50.000 miles inbound segments for European passengers booking a roundtrip departing in Europe.
That only works for R/T tickets, not one-ways. But randomly sampling enough I don’t see this in effect on SFO-PRG / PRG-SFO. I might as well book in P because in miles, it’s cheaper than J for many SFO-CDG-PRG flights …
