I was taught as a child by my parents that being in public space, one has to be mindful of their surroundings and respectful of other people around you. Not free for all since it's public space.

Babies you can't really do much in any situation/surroundings. But if parents try to discipline their non baby kids at church which is public space, don't get why it's even encouraged to run around the cabin and scream at the top of their lungs as if it's their private backyard.
