Unfortunately, what is proposed is a very watered down version of EU261/DOT protections. Still nothing to stop the airlines offering a "refund" on your sale fare, or to provide a "refund" of /I/ - todays /Y/.
I would have liked to see the EU's 75% rule, and options such as rebooking on any carrier, actual penalties (what use is a refund in 14 days for most people - they cannot just go to another carrier an pay a walk up fare for their family holiday, and then float a refund in 14 days while on holiday).
Better than nothiing, but not really anything that will affect QF and VA's business models. (I love it what the phone message makes it very clear that they are not guranteeing an actual flight time or flight, just a contract to accept your money in exchange for a vision, hope or dream...).
