Did you get refund for the downgrade? Cash paid ticket? Was the aircraft type the same as flown compared to when booked? (probably was the same) Do you have proof QF were selling business class seats on your flight?
Overselling - over booking is common with airlines world wide. IME far less common in AU than for example USA.

A while ago QF was fined for selling tickets on flights that had already been cancelled.
AU does need EU161 type legislation for delays and cancellations.
