Flights departing from provinces or autonomous regions that you're not permitted to visit (e.g. Gansu, Inner Mongolia, Tibet, Xinjiang) are presumably off limits by deduction.
And, I'll note that the less restrictive, and available to pretty much anyone, 24 hour facility is still on offer.
