Can I gift the priority pass to someone from Canada or do they have to be a resident of the US?

Also, can I use my phone number for the gifted priority pass? When I called Priority pass customer service, one CSR said it was fine, I can use it for all the guest priority pass. I called back two days later and told no.

Anyone have clarification please
